
Oregon House District 23 is without representation in the legislature. Speaker Kotek set that in motion in January by removing all committee assignments from Rep. Mike Nearman and forcing him to forfeit his Capitol badge. She completed the process on 14 December, during a special evening floor session, when the House voted 59-1 for her resolution to expel the embattled Representative.
This Friday, 25 June, Republican PCPs from the four counties drawn into the district will meet to nominate candidates to fill the vacant seat. Marion County Republicans from the rural area south and west of Turner, including Cloverdale, Marion, and Jefferson, will join fellow leaders from Yamhill, Polk, and Benton counties in Dallas to meet and hear from those who have expressed the desire to step into the position and decide whose names they will forward on to the commissioners of the counties for the final choice.
PCPs will cast their votes weighted to represent the number of Republican voters in their precincts. For example, the vote of a sole PCP from a precinct with 1,000 voters will have greater weight than that of a pair of PCPs from a precinct with 1,600 voters since each would represent half. By the same token, the votes cast by the commissioners will also be weighted, with Polk County having about the same weight as those of the other three combined.
Those who wish to be candidates must submit their SEL 145 [PDF] to Becky Mitts, ORP Secretary, by 9:00 PM Tuesday, 22 June. The meeting will convene at 6:00 PM. PCPs should begin arriving prior to 5:30, when credentialing will begin. PCPs will need to provide approved photo ID.
