When Rep. Mac Sumner, who had just been re-elected to a second term in the House, suddenly resigned in December 2006 when the lung cancer he had been fighting took an aggressive turn for the worst, Vic Gilliam won the appointment by the Clackamas and Marion County commissioners to fill the vacancy. Elected in his own right in 2008, Rep. Gilliam is seeking re-election for the first time, though this will be his third term in the House.

Throughout the 2009 session, including the interim and the supplemental 2010 session, Rep. Gilliam sat on the Consumer Protection Committee (which morphed into the Consumer Protection and Government Accountability Committee — Vice-Chair during the 2010 session) and the Agriculture, Natural Resources, and Rural Communities as well as the Sustainability and Economic Development committees. He also was Vice-Chair of the Environment and Water Committee during the 2009 Regular session.

For the 2011 session, Rep. Gilliam will once again serve on the Agriculture and Natural Resources Committee. He will also be Co-Chair of the Energy, Environment, and Water Committee and adds responsibilities as Co-Chair of the Human Resources Committee.
