The heart of a citizen activist was nurtured in her by her father, Richard Chambers, who, because of his passion to reduce roadside litter, authored what became Oregon's landmark Bottle Bill and lobbied for its passage. She began her activism in 1997 as chair of the "Classrooms for Kids" committee, championing passage of the bond measure that provided for the building of West Salem High School so students would no longer have to be bussed across the river to either North or South Salem schools.

In 1998 she was elected to the Salem/Keizer School Board on which she served one four-year term. Instead of seeking re-election to the Board in 2002, she decided to seek election to the House of Representatives; she won despite a significant registration gap favoring Democrats in her district. She is now seeking her fifth term, facing that same gap.

A life-long resident of the district that takes in South/Central and West Salem, Monmouth, and Independence, she wins because she honestly represents her constituency, while continuing to advocate for those issues that caused her to pursue service in the House in the first place: creating economic incentives to recruit and keep businesses healthy; improving public education; promoting fiscally fiscally responsible government.

For the 2009-2010 session Rep. Berger sat on the House Rules (as Vice-Chair), Revenue, and Transportation committees. During the interim, she was appointed to the E-Board, serving on its sub-committee on Education.

For the 2011 session Rep. Berger will be Co-Chair of two committees: Revenue and Tax Credits; and Co-Vice-Chair of the Rules Committee.
